The Joint Engineer Training Conference & Expo is the major annual event for SAME. In addition to technical and continuing education events, this national program includes the annual Members' Meeting and Installation of Officers and Directors, the meeting of the Senior Executive Group, the presentation of the SAME Annual Awards, and the spring Board Meeting. Frequently, the Engineering Service Chiefs will schedule command meetings for their officers and senior civilians in concert with these annual SAME events.

The event was hosted in the past by local SAME Posts with the assistance of SAME HQ. In 2009, SAME HQ resumed planning and organizational leader for the conferences. The local Post continues to partner with HQ to provide important support for local events and functions.

This timely workshop will offer sessions on current trends in project procurement in the U.S. Central Command (CENTCOM) AOR. Lessons learned and procurement strategies to improve the effectiveness of future of U.S. and NATO planning, design, construction, operations and maintenance programs in the Middle East Region will be addressed.

The goals of the Middle East Partnering Workshop are to:

• address impediments challenging effective execution of U.S. and NATO planning, design, construction and operations and maintenances facilities support programs in the CENTCOM AOR;
• provide a forum for candid industry feedback to U.S. government agencies on execution concerns and to provide an open dialogue with regional government officials and industry members on possible changes in acquisition, field oversight and emerging technologies;
• provide industry an opportunity to provide technology demonstrations and presentations that will improve the quality of life and reduce life cycle installation and operating costs;
• produce a conference report detailing specific lessons learned and actionable recommendations for both near-term and long-term program improvements as well as potential lead to policy change.

This one-day course is a facilitated workshop that will teach networking approaches for identifying and selecting teaming partners and teaming strategies for winning Federal Small Business Set Aside contracts. Attendees will receive Mentor Protégé and Joint Venture Agreements. Topics include the “matchmaking” aspect of business relationships, the components of a Mentor Protégé Agreement following SBA guidelines, RFP requirements for long term and sole source contracts, and more. The three-day Best Value Source Selection for DOD Projects workshop will help contracting and project management personnel plan and execute an effective and efficient Federal Acquisition Regulation Part 15.3 best value source selection from start to finish. The workshop covers acquisition planning, market research, development of technical evaluation factors, subfactors and standards, and RFP structure. It also covers the proposal evaluation process, exchanges with offers, debriefings and protest avoidance and concludes with a segment on lessons learned from past source selections.

The objectives of this seminar will be to identify the current status of existing dams and levees in the United States, to learn the basic fundamentals of performing a dam/levee safety inspection, to learn how to perform a dam safety analysis and assess risks to levee freeboard, and to identify various rehabilitation practices. Topics to be covered in this seminar will include a history of dams and levees, an overview of dam safety and levee criteria in the United States, identifying the consequences of failure, determining the safety of existing dams and levees, and developing techniques for rehabilitating aging dam and levee structures. Participants will leave this seminar with a better understanding of the principles necessary to identify and mitigate the risks associated with a potential structural failure of dams and levees.

What is the Post Leaders Workshop?

• SAME offers two Post Leaders Workshops each year.
• These workshops are organized by the SAME Executive Director and HQ Staff to provide Post Leaders with information on best practices and the National Strategic Plan and Goals. Attendees will have the opportunity to share ideas for achieving the goals set forth in the SAME Strategic Plan.
• The workshops also provide Young Members a unique opportunity to work with Post Leaders as well as the National Leadership.
• The SAME President, 1st VP, Regional Vice Presidents and National Committee Chairs are invited to participate at each workshop.
