The Society of American Military Engineers is the only nonprofit professional engineering education organization that actively promotes the advancement of both individual technical knowledge and the collective engineering capabilities of governments, the uniformed services and private industry.

Our goal is to unite public and private sector entities and individuals in the A/E/C fields so that we can prepare for and overcome natural and man made disasters, acts of terrorism and improve security at home and abroad.

The Rhein Main Post accomplishes this goal locally by supporting monthly luncheon meetings and other professional/social activities attended by members of local government, military, private industry, students and other interested parties. These meetings are announced via our e-mail distribution list and quarterly newsletter. We are supported by the national Society of American Military Engineers and publications such as The Military Engineer, which also promotes the interests and goals of our society and its members. Program Management Lessons Learned:  Delivering the MILCON Program at RAF Lakenheath

ABSTRACT:  The MILCON program at RAF Lakenheath is projected to be a $1B+ effort with multiple major capital works programs occurring simultaneously.  Chief among these is the F-35A beddown program, followed by a Defense Health Agency funded hospital recapitalization.  When done, RAF Lakenheath will be capable of supporting the U.S. Air Force’s mission in Europe for decades to come.  Delivering this program isn’t a fire-and-forget endeavour: it requires the right blend of experts and leadership.  From this presentation you will:


  1. Understand the magnitude of the RAF Lakenheath program and the methodology used by the U.S. to design and construct works in the UK.
  2. Comprehend the concept of ‘Client Side Partner’, a different way of looking at contract assistance and advisory support for program and project management and delivery.
  3. Be able to explain the various actions a PMO must be able to perform for efficient and effective delivery, from risk/dependency management, to base security/logistics planning.

PRESENTER:  Christian Knutson, P.E., PgMP, PMP is with Stanley Consultants, serving as the 48th Fighter Wing Major Programs Director under contract. Since October 2017, his team has facilitated and participated in the planning, procurement, and now delivery of the $400M+ F-35A beddown program and other major capital works programs and projects at RAF Lakenheath, UK.  The lessons learned from work to date are being incorporated in to follow-on programs in the UK, but are equally applicable to major works in Europe and elsewhere.
