Abstract:As it relates to riverine flooding, the St. Louis region is unique in that it lies at the confluence of several major rivers, has significant urban and industrial areas protected by levees, and contains a floodplain with a distinctive geomorphology. This presentation will discuss the impact these characteristics played in the record setting 2019 flood event. The precipitation and other factors leading to high river stages will be discussed. Levee performance during the event will be analyzed in four main areas: overtopping, underseepage, “Aging Infrastructure”, and interior drainage. The ongoing flood recovery process will be explained along with how flood risk reduction infrastructure will be repaired. A conclusion will provide a comparison to the flood of 1993 and what this says about changes in the region’s flood preparedness, levee condition, and investments in infrastructure.
