Major General (Ret.) Merdith W.B. (Bo) Temple, P.E., PMP
Former Acting Chief of Engineers and Acting Commanding General, US Army Corps of Engineers
MG (Ret) Temple will cover the topic of Public-Private Partnership (P3\Alt Fin) contracting within the Department of Defense. This will be presented in two parts, first on the American Society of Civil Engineers’ Coasts, Oceans, Ports, and Rivers Institute (COPRI) Alternative Finance for Waterways Infrastructure committee’s Findings and Recommendations Report, and their recent work on Project Alternatives Scoring and Benefit-Cost Ratios (BCRs). The second part will focus on the Corps of Engineers’ latest efforts to comply with Assistant Secretary of the Army for Civil Works’ guidance on nominating potential Corps projects for P3/Alt Fin consideration.
MG (Ret) Temple served as the Acting Chief of Engineers and Acting Commanding General, U.S. Army Corps of Engineers (USACE), from June 2011 until his retirement in September 2012. He oversaw a $40(+) billion engineering and research program, and a global organization of over 30,000 employees, nine divisions, and the Engineer Research and Development Center. Mr. Temple currently resides in Richmond, VA where he consults as Temple Enterprises, LLC, and is affiliated with Dawson & Associates, and Burdeshaw Associates. MG (Ret) Temple is a fellow of the Society of American Military Engineers and the American Society of Civil Engineers. He sits on seven boards, including Fermilab, is a registered Professional Engineer in the Commonwealth of Virginia, and is certified as a Project Management Professional.
