Using a case study to optimize small arms shooting ranges across the Air Force, this presentation will reveal an innovative way of executing the planning, programming, budget and execution process through a unique use of Data Driven Decision (D3) making. D3 mission execution synergistically combines functional, engineering, asset management, and financial requirements, meeting operational readiness and lethality simultaneously, and being mindful of taxpayer dollars.

About the Presenter
James D. Eselgroth, MS, PMP ®, has over 23 years of experience within the Installation and Mission Support arena as an expert problem solver, change manager, and data driven divergent thinker at the tactical, operational, and strategic levels. He is the recently retired Branch Chief, in the Air Force Security Forces Center’s Combat Arms Tactics and Maintenance section, where he was responsible for oversight, management and execution of requirements for all USAF Small Arms, Ammunition, Qualification Training, and Small Arms Ranges. As a pioneer in the data-driven-decision (D3) realm, he created the first ever D3 model for small arms ranges. Synergizing civil engineering, financial management, and owner/user requirements all in line with AF Strategic Master Plan and other strategic documents/doctrine. He is now a data scientist at Definitive Logic responsible for leading technology-enabled budget, asset management, and human capitol integrated solutions for a wide range of public and private clients.
