Topic:  Airfield Planning, Design, and Construction Workshop (hosted by Jacobs)

Coordinating Airfield Planning, Design, and Construction.  Practical examples for airfield projects for USAFE and the USACE Europe District AOR.

Overview:  A practical review to include lessons learned for airfield planning, design, and construction.  Information may be eligible for professional continuing education credits.  Format is set up so personnel can attend for one hour or a total of 2 hours of content. Presented to USAF, USACE Europe District, and other US DOD personnel involved in airfield planning, engineering, construction, and operations.  

Presenters:  

Joel E. Putterman, FAICP, CNU-A, Principal and leader of Federal Planning Programs, Jacobs.  Over forty years of planning experience for DoD agencies globally with a focus on airfield planning.   

Matthew W. Kundrot, P.E., Federal Program Director-Aviation, Jacobs.  25 years of airfield engineering experience, 30 years of military and civilian pilot experience, USAF retired.

Objective:  Provide background on the critical elements of airfield planning, design and construction and consequence of failure of misunderstanding or misapplication of the operational requirements, constraints, and standards.  Provide the attendees with a working understanding of the necessary multi-disciplined required for airfield projects. The presentation will utilize practical examples from a range of DOD and civil airfield projects and conditions similar to the Europe District AOR.

 

  • Airfield Planning essentials: Comprehensive master planning, identifying mission requirements, applying applicable planning criteria and facility standards, planning and development constraints unique to airfields, development of concepts, preparing master plans and area development plans (ADPs), formulating an executable plan.
  • Airfield design fundamentals, references, phasing, consequences of misapplication of standards and industry practices.  Review of notable infrastructure related mishaps.
  • Airfield Civil and Electrical System Construction. PCC and HMA pavement construction quality assurance, pavement edge lighting, airfield signage, duct banks, junction structures, conductors, and power distribution.

 Presentation Structure (two one-hour PDH Sessions):

Introductions: During this section the attendees will introduce themselves and indicate the perspective from which they come. This information will assist the instructors in providing additional context to the subject matter.  

 

Airfield Planning, Design and Construction: PDH Session.  55 minutes    

  1. Airfield planning process, phases and components.

  2. Overview of airfield civil and electrical construction.

  3. Coverage of major airfield system planning, design, and construction issues.

Break for Lunch

Airfield Paving and Lighting Construction. PDH Session.  55 minutes.     

  1. Airfield pavement construction.  PCC and HMA typical quality assurance issues.

  2. Recent paving examples from DOD projects

  3. Airfield lighting and electrical construction

  4. In pavement and underground electrical infrastructure

Discussion and questions of typical airfield design, construction, quality, and safety issues.
