Description: Under the Utility Privatization (UP) program, DLA, Utility Services, manages 142 different utility systems at 62 different locations throughout the U.S.. Typical 50-year contracts support water production and distribution, waste collection and treatment, power, central heat, and natural gas. Total asset value of all UP systems comes to $18.1 billion. In FY18, seven new awards were made totaling $1.7 billion in assets. This webinar will give listeners a full appreciation of the impressive successes achieved by the UP program and it vision for the future.

About The Speaker: Martha Gray assumed her current duties as the director of Utility Services for the Defense Logistics Agency Energy in March 2015. She is responsible for DLA Energy’s Utilities Privatization program support to the Military Services, managing a team of over 70 contracting professionals, providing both pre- and post-award support for UP contracts that are awarded for up to 50 years. Prior to her current assignment, Mrs. Gray was the deputy director of the Utility Services Division and held various contracting positions within the Division, beginning as a contract specialist in 2004. Prior to her tenure with DLA Energy in 2004, she began her contracting career at Defense Contract Management Agency in 2001. She is certified in Contracting at Level III under the Defense Acquisition Workforce Improvement Act and is a member of the Defense Acquisition Corps.
