This Month's Topic: Cost Engineering Challenges in the Middle East and will discuss cost estimating methodologies, requirements, and technologies. Of particular focus will be on trends in the construction sector, market research, cultural pitfalls and planning, and expectation management.

David N. Rackmales, P.E. is the Chief of Technical Services Branch at the Middle East District US Army Corps of Engineers and is responsible for Cost Engineering, Advanced Modeling (CAD/BIM), and Construction Specifications activities and products. He joined the New York District US Army Corps of Engineers in 1994 as a civil engineer and, over his 26-year career with the Corps has worked in coastal planning, inland waterway navigation and maintenance dredging, structural engineering and design, civil works and military construction, and engineering quality assurance. Mr. Rackmales has travelled overseas extensively for work in Europe and the Middle East, and brought his family to live in Kuwait while he served as the Kuwait Resident Engineer for the Middle East District's Gulf Area Office. He graduated in 1985 from York College of Pennsylvania with a bachelor’s degree in biology and earned a master's degree from Florida Institute of Technology in Ocean Engineering in 1992. Dave is a licensed, registered Professional Engineer in the state of New York, though he has called Winchester, Virginia home since late 2010.
