Meet our speakers from WSP Global Consultants and NAVFAC Northwest!


Jeff Kilborn

Jeff Kilborn is a Project Manager in the Maritime Division with WSP Global Consultants. Jeff served as the structural designer of record for the pier on the P-993 project, Pier and Support Facilities for Transit Protection System at US Coast Guard Air Station/Sector Field Office in Port Angeles, WA.

He has 30 years of civil and structural engineering experience with building, transportation, and waterfront/marine facilities projects. His waterfront experience includes project management and design of waterfront structures, including piers, fender systems, dolphins, and bulkheads. Jeff has managed multidisciplinary design teams on projects for both public and private clients.


David Gibson, P.E.

Mr. Gibson has been a Project Manager with NAVFAC Northwest since 2008.While at NAVFAC Northwest, Mr. Gibson has managed an over $1B construction program for security related projects at Naval Base Kitsap Bangor.Graduatingfrom North Carolina State University with a Bachelor of Science degree in Civil Engineering in 1987, Mr. Gibson is a registered Professional Civil Engineer, and has received recognition as the NAVFAC Northwest Engineer of the Year in 2012 and 2014.
