Young Professionals COI Webinar: Leveraging Planning and Programming in your Business Development Strategy
Many people and firms working for the Department of Defense (DoD) don’t fully understand the relevance and power of existing planning and programming documents and how critically important they are to informing your work. This session will educate and engage the audience on the most important planning and programming documents (Installation, Area, and District Development Plans as well as DD Form 1391s): what they are, how they are used, and what actions they prompt. We will discuss how planning informs the programming process, and how the information contained within these documents provides insight into future business development opportunities.

Objective 2: Learn what a DD Form 1391 is and its critical importance to DoD projects
Objective 3: Learn how to research planning and programming documents to identify future design and construction opportunities
Jilian Breeden, P.E., LEED AP is the Founder and President of Engage Federal LLC (Engage).
Engage is a woman-owned small business (WOSB) located in the Washington DC area specializing in data-driven, results-focused facilities planning services. Jilian has nearly two decades of experience providing planning and programming support to government clients, primarily the DoD. She has supported a large variety of plans, studies, and new construction and renovation projects with construction values ranging from $50K to $300M. Ms. Breeden is a recognized expert in military facilities planning, the Planning, Programming, and Budget Execution (PPBES) process, and development of Military Construction (MILCON) and Sustainment, Restoration, and Modernization (SRM) DD Form 1391 (1391) packages. Jilian is a member of the Society of American Military Engineers (SAME), the Federal Real Property Association (FRPA), and the U.S. Women's Chamber of Commerce, graduated from the American Council of Engineering Companies (ACEC) Virginia’s Emerging Leaders Institute in 2018, and also serves on the Board of Directors of the Children’s Science Center, a 501 (c)(3) non-profit organization whose mission is to inspire a love of learning in science, technology, engineering, and mathematics (STEM). Jilian holds a B.S. in Chemical Engineering with concentrations in Business and Green Engineering from Virginia Tech.
Jill A. Schreifer, AICP, PMP. Founder and Chief Executive Officer, The Schreifer Group.
Jill specializes in sustainable master planning and collaborative design with nearly two decades of experience in federal planning, training, and operations. A former active duty Air Force civil engineering officer, Jill has served as an engineer, programmer, designer, and author for over 200 area development plans and associated studies for federal clients worldwide, including NASA and all branches of the U.S. military. She co-authored Unified Facilities Criteria 2-100-01, Installation Master Planning, and was instrumental in the creation of the first-ever UFC-compliant master plans for the Army, Air Force, and Marine Corps. She has been recognized as an expert facilitator and an award-winning educator, and has taught and facilitated over 100 courses, workshops, and practicums for corporate, non-profit, and government organizations. Jill also helped launch the Department of Defense’s Master Planning Institute, including the creation of specialized curriculum and coursework, and served as the primary instructor and facilitator for the Office of the Secretary of Defense’s Installation Master Planning Unified Facility Criteria Training courses.
Jill holds a Bachelor of Science in Engineering degree from Duke University, and a Master’s in Business Administration from Emory University, which she attended as a Woodruff Fellow. Jill is a Sustaining Member of the Society of American Military Engineers and a member of the American Planning Association’s (APA) National Capital Chapter and Federal Planning Division (FPD), where she just completed a two-year term as the Vice Chair. FPD was honored with APA’s Outstanding Division Performance Award during her tenure. Jill founded The Schreifer Group, an award-winning woman-owned, veteran-owned small business, in 2016.
