OCTOBER PROFESSIONAL DEVELOPMENT: Emergency Action Plans

The USACE Emergency Action Plan Guidebook was developed to assist small- and medium-sized communities and tribal councils with understanding the critical elements of preparing for and responding to floods at the community level. This adaptable guide intentionally uses a minimum of acronyms and provides 21 fillable forms that are customizable to local needs. It is not intended to be prescriptive, but rather is intended to allow communities to lead their own plan development leveraging their own knowledge of local conditions and concerns. It is a way to record valuable institutional knowledge from past events and develop response procedures before the pressure of an actual event causes additional stress and potential mistakes.

Speakers:

Bonnie Greenleaf has a bachelor’s degree in Civil Engineering and has been a Project Manager with the U.S. Army Corps of Engineers for over 30 years. She has worked on flood control projects in North Dakota and enjoys helping with recovery missions after disasters.

Terry Zien is a Civil Engineer, who has worked in consulting and at the St. Paul District of USACE since May 1988. He is currently the Senior Program Manager for Flood Plain Management Services, Flood Risk Management, and the Silver Jackets Coordinator for MN, WI, and co-coordinator for ND. Mr. Zien is a Licensed Professional Engineer in MN since 1991 and has been a Certified Floodplain Manager (CFM) since May 2012.
