ABOUT THE PRESENTATION

Too often seen as a bureaucratic obstacle, the National Historic Preservation Act (NHPA) process can actually be an engineer’s ally in building better, more community-driven projects. This presentation explores how early and thoughtful integration of NHPA requirements led to improved design outcomes and stronger stakeholder relationships across a range of projects.   By using the process to surface concerns, engage communities, and anticipate challenges, teams were better prepared when things didn’t go as planned. These case studies show how NHPA can serve not only as a compliance tool, but as a framework for transparency, trust, and long-term project success.

ABOUT OUR SPEAKER

Jean Mayne, Project Manager and Natural Resource Lead, Terracon

Ms. Mayne is currently a NEPA Project Manager. She has over 24 years of experience preparing and managing NEPA and NHPA documents and over 20 years of diverse professional experience specializing in environmental consulting, regulatory compliance and review, site investigation, technical writing, and site assessment. Jean’s NEPA experience includes serving as a project manager, coordinator, and resource specialist. She is the author of hundreds of CXs, EAs and FNSIs as well as a few complicated MOUs and PAs for historic impacts from all manner of proposed projects including utilities, solar, fiber, and commercial projects.
