March Luncheon Recap – Tinker AFB SB MACC Briefing with Sara Hinds

We had a great turnout at this month’s SAME OKC Post luncheon, with a full room that included both many familiar faces and several new ones. The event opened with the Pledge of Allegiance and Post announcements, followed by a brief capabilities overview by Kristen Lary from Waldrop Construction, Inc. that highlighted their experience delivering projects within active, mission-critical environments and the importance of aligning construction with ongoing operations.

Kristen then introduced Sara Hinds, Contracting Officer supporting Tinker Air Force Base. Building on the theme of operating within active installations, Sara provided an informative briefing on the upcoming Small Business Multiple Award Construction Contract (SB MACC) and how it will support the wide range of sustainment, repair, and construction needs across the base.

Sara shared that the MACC is anticipated to include awards to up to 10 small businesses and 5 large businesses, with potential set-asides and thresholds based on project dollar values and socio-economic categories. The contract structure is expected to include a 5-year base period with five 1-year option periods, along with an on/off ramp to ensure active participation among awarded firms.

A key highlight of the upcoming procurement is a revised draft scoring matrix, where firms will initially self-score and the Government will validate those scores to determine which offerors advance to Phase 2. The updated matrix is expected to be released within the next couple of weeks, with a formal solicitation anticipated in the following months.
