Presenter: Maj Gen Mark Slominski, P.E., Mobilization Assistant to the Commander, Air Force Materiel Command

Maj Gen Slominski, will provide a Headquarters AFMC perspective on the Air Force’s evolving infrastructure priorities. His remarks will focus on the Department of the Air Force’s accelerated investment in installation resilience and infrastructure modernization—initiatives driven by recent legislative and strategic directives, including provisions outlined in the National Defense Authorization Act (NDAA) and now codified in 10 U.S. Code § 2864, which mandates a phased increase in defense facility investment to reach a minimum of 4% of Plant Replacement Value (PRV) by FY2030.AFMC, with a portfolio exceeding $110 billion in PRV, is leading the way in operationalizing these directives through the Installation Investment Action Plan (I2AP)—a comprehensive, mission-focused strategy initiated by the Air Force Civil Engineer. The I2AP provides both the strategic vision and actionable framework to align infrastructure investment with mission readiness and future force needs.

Maj Gen Slominski will elaborate on AFMC’s role in implementing the I2AP, emphasizing its three core lines of effort:

  • Mission Alignment – Ensuring installations are strategically aligned with evolving warfighting requirements and operational imperatives.
  • Right-Sizing Infrastructure – Rationalizing and optimizing the built environment to reduce excess capacity and improve efficiency.
  • Enhancing Resilience – Tailoring infrastructure investments to improve survivability, adaptability, and supportability across a range of contested environments.

The end-state of the I2AP is clear: to deliver mission-aligned, right-sized, and resilient installations that are resourced and postured to enable combat power projection, sustainment, and operational agility in an era of great power competition.

Maj Gen Slomenski’s insights will underscore how AFMC is translating congressional direction and Department-level strategy into installation-level action—ensuring our bases are not only ready for today’s missions, but built to prevail in the future fight.

Maj Gen Mark V. Slominski is the Mobilization Assistant to the Commander, Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio. He assists the commander executing Air Force and Space Force installation and mission support, discovery and development, test and evaluation, life cycle management services and sustainment of virtually every major weapon system. The command employs 89,000 people and manages $72 billion of budget authority annually. Maj Gen Slominski ensures the effective presentation of ready Reserve forces across all echelons of Air Force Materiel Command, supporting 11 other Mobilization Assistants and 1,400 Individual Mobilization Augmentees assigned to the major command including those aligned to the U.S. Space Force.

Maj Gen Slominski was commissioned in 1994 through the Reserve Officers’ Training Corps program at Duke University, where he earned undergraduate degrees in Mechanical Engineering and History. During his Air Force career, he served at base level, major command, primary supporting unit and headquarters positions. This includes active-duty service as well as Reserve assignments as an Individual Mobilization Augmentee and Traditional Reservist. He has command experience at multiple levels, including Readiness Flight Commander, IMA to the Civil Engineer Operations Flight Commander, IMA to the Civil Engineer Squadron Commander, Commander of the 366th Civil Engineer Squadron during extended active duty, Commander of the 922nd Civil Engineer Staff Augmentation Team and Acting Deputy Commander for Air Force Materiel Command.

Refunds cannot be issued if cancellations are made less than 48 hours prior to the event.
