Garden City is in the southwestern region of Kansas and sits along the Arkansas River. For most of theyear the Arkansas River remains dry, except following large rainfall events. Two manmade drainageditches flow through the City and outfall into the Arkansas River, Drainage Ditch 1 (DD-1) and DrainageDitch 2 (DD-2). These ditches convey flow from the City’s storm sewer system in addition to severalhundred square miles of upstream tributary area. Delineation of floodplains for the DD-1 and DD-2channels has presented several challenges for development of mapping to represent the unique playaterrain for the upper basin. To address these challenges, a two-dimensional HEC-RAS model wasdeveloped for the tributary basins to represent the impact of playa lake storage on flood flows. The goalof this study was to develop floodplain modeling that is in accordance with standard of practice forFEMA mapping projects, while also taking a closer look at these unique basin characteristics of westernKansas. The floodplain model developed for this project will provide a stormwater analysis tool for theCity to utilize in master planning efforts and will be incorporated into a larger regional floodplainmapping update in the coming years.

Chelsea Pfaffly, PE

Chelsea is a civil engineer experienced in water resources engineering with a focus on drainage infrastructure design and H&H modeling. Her experience includes storm water studies, neighborhood drainage development, watershed hydraulic modeling, and dam rehabilitation and design. In addition, Chelsea is experienced in floodplain analysis and mapping for flood hazard assessment including No-Rise Certifications and Letter of Map Revisions documents.

Jeff Holste, PE, CFM

Jeff is a professional engineer and certified floodplain manager focusing on drainage and storm water design. He works as a Project Manager for Wilson & Company and holds a Master’s degree in civil engineering from Kansas State University specializing in water resources. Jeff has 17 years of experience in hydrologic and hydraulic analysis associated with municipal storm sewer systems, bridges, levees, channel stabilization, drainage analysis, master planning, and environmental permitting. His experience ranges from small projects with rural communities in western Kansas to major storm water outfall infrastructure in Denver with a variety of projects in between.
