This month’s program features industry leaders from JMT and Black & Veatch, nationally recognized firms known for their expertise in infrastructure, water systems, and resilient design. Speakers will share insights from major Charleston-area projects, offering both engineering and construction perspectives on advancing drainage, flood mitigation, and long-term coastal resilience.

PROJECTS:

The Low Battery Seawall:

The Low Battery Seawall Restoration Project blended historic preservation with modern resilience. This complex, mile-long project in Charleston strengthened a 100-year-old seawall to protect against rising seas and storms, while enhancing public safety, accessibility, and green infrastructure. The team used innovative, sustainable techniques—like micropiles and glass fiber reinforcement—to minimize disruption, save costs, and reduce environmental impact. The result: stronger flood defense, improved drainage, safer roads and walkways, and a revitalized public space, all delivered through close coordination with the City and community in a challenging, historically sensitive setting.

Huger Street Pump Station:

The intersection of Huger Street and King Street in Charleston is subjected to severe flooding after major rainfall events. This intersection has been identified as an area of concern due to its significance in providing safe access for commuters and emergency vehicles. In October 2019, the City tasked JMT with performing a hydraulic and hydrological study of the Huger Street Drainage Basin which concluded that much of the existing storm sewer system is undersized, contains large amounts of sediment, and requires routine maintenance. JMT worked with the City to redesign the intersection, maximizing the drainage pipe sizes and adding new combination inlets to each of the corners to allow as much surface runoff into the pipe system as possible. After completion of this phase, JMT assembled a team to provide engineering and architectural design services for a pump station and force main outfall which will tie into the new intersection improvements and discharge to New Market Creek. This project is currently under construction and will be completed by Summer 2026.

Speakers:

Ryan Mattie is a professional civil engineer with a diverse background and skillset in Civil Site and Drainage Design. He graduated from Penn State University with a B.S. in Civil Engineering and has been a part of the Lowcountry community for almost 13 years. His technical experience includes planning and design of site, roadway, drainage, and ADA compliant projects for municipal, federal and private work. Some notable local projects he has managed or been involved with over the years include the Low Battery Restoration Project along the Charleston Peninsula , the Huger and King St. Pump Station project in downtown Charleston and the Ashley River Crossing Pedestrian Bridge Project, connecting the Charleston Peninsula to West Ashley. He currently leads JMT’s Mount Pleasant, SC office and is also actively involved in the engineering community as the president for the ASCE SC Eastern Branch and serves as a Joint Base Charleston Honorary Commander, a program that pairs local civic and business leaders with military commanders to foster mutual understanding of the installation’s mission. He was awarded the ASCE South Carolina “Section Leadership/Service Award” and was also an ENR Top Young Professional for 2025.

Laura Boisclair Criscio is a civil engineer, holding her undergraduate degree from Villanova University and master’s from The Citadel.  She was named the ASCE Young Civil Engineer of the Year in 2023 and is currently serving as the local branch vice president and secretary.  She has obtained all the SCDOT technician certifications and has been the construction project manager for JMT the past six years.  Key projects include the Low Battery Restoration, Huger and King Street Pump Station, Beresford Creek Bridge, and Folly Beach Stormwater Improvements.  Growing up in Rhode Island, she has called Charleston home since 2017 and is proud to be a key part of these prestigious projects.  Outside of work, you can find her exploring or running through town with her new husband and two adorable pups.

Kyle White is a graduate of Clemson University with a B.S. and M.S. in Civil Engineering.  Kyle has worked for Black & Veatch since 2010. His duties have included design and construction phase services for wastewater and stormwater systems and facilities. Kyle is a licensed professional engineer in South Carolina. Kyle lives in Summerville, South Carolina with his wife and three kids.
