Program: Right Project, Right Delivery: A Decision Framework for DoW MILCON
Selecting the appropriate project delivery method remains one of the most consequential decisions in DoW MILCON execution. While significant attention is paid to alternative delivery methods—such as Progressive Design-Build, Design-Build to Budget under OTA—in addition to the traditional Design-Bid-Build approach across DoW, a “one-size-fits-all” strategy can introduce unnecessary risk when project complexity, funding constraints, stakeholder dynamics, and schedule pressures vary significantly.
This presentation investigates the root causes of many MILCON projects going over budget and experienced schedule delays in the recent years, and provides a practical, decision-oriented framework with a deep dive into the pros and cons of each delivery method. It offers a side-by-side comparative analysis of Design-Bid-Build (DBB), Design-Build (DB), Progressive Design-Build (PDB), Design-Build-to-Budget (DB2B), Integrated Design and Construction (IDaC) or Construction Manager at Risk (CMaR), grounded in real-world MILCON applications.
Rather than advocating for a single “best” approach, the session focuses on trade-offs across cost certainty, schedule acceleration, risk allocation, design control, and collaboration. Drawing on real MILCON project examples, the presentation highlights where each method succeeds, under what conditions, and why.

Speaker Biography: JJ Tang, F.SAME, FAIA
A nationally recognized leader in federal architecture, J.J. has led design of many secure facilities which are critical to our country’s defense and to U.S. security around the world in the past two decades. These facilities have combined construction value exceeding billions of dollars, across four continents. As Senior Vice President, and the Director of Federal Facilities for HDR, JJ provides practice leadership and guidance to HDR federal design teams cross all regions.
J.J. has worked tirelessly to promote federal architecture. In 2011, he found the national Architectural Practice Committee (APC) of SAME in its 92 years history. He is an author of numerous technical articles; his work has received many design awards and has been widely published in professional magazines. He has lectured extensively in US and abroad.
J.J. is the recipient of 2021 SAME Toulmin medal recipient for TME article of the year “Design of a National Asset”; 2016 SAME President’s Medal for his outstanding leadership in advancing architectural practice; 2011 SAME Urbahn Medal awarded annually to one architect nationwide for notable and eminent contribution in the field of architecture..
