Topic: When Nobody’s Checking Your Homework Anymore

Overview: USACE has essentially dismantled its Value Engineering program — the gates, the sign-offs, the warranted officers, and the reporting system are coming down right now, with a September 30 deadline — but the underlying obligation remains federal law. This session examines what that shift actually means for project teams: why losing the strictly controlled requirements frees Value from low-budget, low-opportunity studies and returns it to solving problems and moving projects forward; why the absence of real-time enforcement creates genuine exposure for projects scrutinized later; how the codified, standardized methodology serves as defensible proof of structured problem solving when formal gates no longer exist; and how to deploy Value in realistic, modern formats that fit an already-packed design schedule.

Overview: Moffatt & Nichol is a global infrastructure advisory and engineering firm that helps military installations, public agencies, and communities plan, design, and deliver resilient solutions for a changing environment. We will share some of our experiences in resilience planning, coastal flood risk reduction, wetland restoration, waterfront infrastructure, and developing adaptation strategies that protect critical facilities, sustain mission readiness, and strengthen the communities that support military operations. We will share our approach of integrating engineering, environmental science, planning, landscape architecture, and stakeholder engagement, to develop practical, implementable solutions that address both current and future risks. Using project examples from Hampton Roads, Virginia, and Charleston, South Carolina, we will highlight how resilience strategies can move from concept to implementation while enhancing operational continuity, infrastructure performance, environmental stewardship, and long-term community resilience.
