Every October, Deltek identifies and assesses the Top 10+ Architecture, Engineering, and Construction federal contract opportunities for the new fiscal year, and this year is no different. The FY2025 Top 10 A/E/C Opportunities report is now available, and the list serves as a guide to understanding where the A/E/C federal market is headed during this new fiscal year.
There is plenty of opportunity for government vendors in FY2025–the total contract value of the top A/E/C opportunities checks in at more than $54.5 billion, consisting of prime contract opportunities from a variety of agencies and industry segments. This report reveals key trends and patterns in the procurements as compared to prior years to assist vendors in their business development.

How We Identified the Top Opportunities
This year’s Top A/E/C Opportunities are drawn from Deltek’s GovWin IQ Federal Opportunities database and vetted by Deltek’s team of expert analysts.
The ten contracts identified in our research are expected to serve as bellwether opportunities for the new federal fiscal year. The list of opportunities was determined by total expected contract value or the anticipated ceiling value, and each has estimated solicitation dates sometime in FY2025. For its estimated values, Deltek reports the highest possible contract value for any opportunity.
Key Takeaways from A/E/C Top Opportunities Research
- The top 10 opportunities are attributed to more than $54.5 billion in federal contracting demands. The majority of these, including the two largest contracts, come from the Department of the Navy.
- The projected solicitation release dates for these opportunities are spread out across the entirety of the year. 35 percent of the solicitations are expected to be released in Q1 of FY2025, followed by 28 percent in Q4. The remaining 37 percent are to take place on or after during Q2 and Q3–with slightly more of those in Q2.
- The top overall opportunity for FY2025 is the Venti Multiple Award Construction Contract, or VENTI MACC. Offered by the Navy, this sizeable contract opportunity has an RFP date of December 2024 and an expected award date of October 2025, with an estimated contract value of $10 billion.
- The second largest opportunity is also from the Navy–for design and construction services for an Indefinite Delivery/Indefinite-Quantity (IDIQ) MACC for facilities within the NAVAC Washington Area of Responsibility (AOR).
