About the Ukraine Field Chapter

The Ukraine Field Chapter (UA FC) of the Society of American Military Engineers supports the rebuilding of Ukraine’s infrastructure and promotes collaboration between U.S., Ukrainian, and international A/E/C professionals. Operated by the SAME Blue Ridge Post, the UA FC provides a platform for industry and government partners to engage in recovery-focused programs, share best practices, and contribute to long-term stability through engineering excellence. The field chapter is geographically aligned with the SAME Europe Region, located in Kyiv, Ukraine, and collaborates closely with the U.S. Army Corps of Engineers North Atlantic Division (USACE NAD). Strengthening Global Partnerships

The Launch of the Ukraine Field Chapter

The Society of American Military Engineers continues to meet government and industry partners at the point of need. One of the most recent and globally significant examples of this commitment is the formation of the Ukraine Field Chapter (UA FC), which officially chartered on July 29, 2025. This new Field Chapter reinforces SAME’s role in strengthening professional collaboration and infrastructure resilience where it matters most.

For the past two years, a growing community of members had been gathering informally at national events for a Ukraine Breakfast, focused on engineering recovery efforts and collaboration opportunities. These conversations evolved into a broader initiative led by Glenn Goddard, who sought guidance from Jill Murphy at the SAME National Office. The UA FC was established under the sponsorship of the Blue Ridge Post, led by Post President Bree Beal and supported by dedicated volunteers.

The UA FC was intentionally aligned with the Blue Ridge Post because of its strong relationship with the USACE Middle East District, based in Winchester, VA, and a membership base that includes professionals actively supporting projects across both Europe and the Middle East.

The UA FC’s purpose is to support the rebuilding of Ukraine’s infrastructure through engineering, planning, and recovery initiatives. It also provides a pathway for A/E/C industry professionals to contribute to current and future military engineering efforts in the region. In addition, the UA FC serves as a platform for sharing technical expertise and best practices for those committed to long-term reconstruction and resilience.

The formation of the chapter aligns with recent developments at the national level. A Memorandum of Agreement (MOA) was signed between USACE and SSTS, Ukraine’s Military Engineers, strengthening cooperation between U.S. and Ukrainian counterparts. The UA FC is positioned to complement and extend this partnership through coordinated professional engagement and exchange.

While geographically located in Ukraine and aligned with the SAME Europe Region for visibility and collaboration, the UA FC is fully operated and supported by the Blue Ridge Post. All chapter operations, communications, and financial oversight are managed through the Blue Ridge Post in accordance with SAME National guidance.

Chapter officers include Glenn Goddard as President, Lindsey Edwards as Vice President, Chris Decker as Secretary, and Inna Bilous as Programs Chair. The chapter plans to host its first formal meeting in Kyiv in September 2025. Financial support is provided through the Blue Ridge Post, with coordination from Treasurer Brian Thorne and Savannah Wolfe. Website infrastructure was developed with assistance from Justin Collins at the SAME National Office.

The launch of the UA FC illustrates SAME’s ability to build impactful partnerships that advance national security and global recovery. The UA FC will create new opportunities for mentorship, collaboration, and leadership in a region undergoing significant reconstruction, while reinforcing the bonds among uniformed services, industry professionals, and allied nations.

STEM/Engineering & Construction Camps offer high school students interested in a highly unique STEM experience the chance to spend a week at a military base learning engineering, construction and design, while developing leadership skills and discovering the potential of a career in STEM.

SAME’s Communities of Interest offer members a chance to engage nationally with other professionals focused on a particular technical field or demographic within joint engineering and the A/E/C industry.
