The Society of American Military Engineers (SAME) Foundation will honor France Hoang, founder and CEO of BoodleBox, with the 2027 Soaring Eagle Award at the Soaring Eagle Award Gala & Dinner on March 17, 2027, during SAME’s Capital Week at the Bethesda North Marriott Hotel & Conference Center in Rockville, Md.
Presented by the SAME Foundation, the Soaring Eagle Award honors visionary leadership that uplifts the A/E/C industry and inspires the next generation of STEM professionals. This prestigious national recognition celebrates individuals whose bold leadership, innovative thinking, and commitment to mentorship are shaping a smarter, more resilient future for the architecture, engineering, and construction (A/E/C) community.

France Hoang
Founder and CEO, BoodleBox
Hoang is the founder and CEO of BoodleBox, a collaborative AI platform designed to advance lifelong learning and workforce readiness. Over the course of his career, Hoang has helped build and scale companies generating more than $600 million in sales across AI, aerospace, defense, and government services. He brings more than 20 years of national security experience, including service across multiple branches of the U.S. government, roles in the White House, and a combat deployment as a U.S. Army Special Forces executive officer in Afghanistan.
“France Hoang exemplifies the spirit of the Soaring Eagle Award—bringing together service, innovation, and vision to address some of our nation’s most pressing challenges,” said Maj. Gen. Tim Byers, SAME Foundation President. “His work at the intersection of technology and leadership is helping prepare the next generation to thrive in an increasingly complex and rapidly evolving landscape.”
The Soaring Eagle Award Gala convenes engineering leaders from across government, industry, and academia to celebrate excellence, strengthen partnerships, and invest in the future of the profession. Proceeds from the event support the SAME Foundation’s mission to foster engineering leadership for the nation through STEM outreach, leadership development, and workforce readiness initiatives. Organizations and individuals are invited to participate as benefactors.
