Andrew Tulli, GSA. Andrew Tulli serves as the Deputy Associate Administrator for the General Services Administration (GSA) Office of Small Business (OSB). In this capacity, he holds nationwide responsibility for GSA’s small business programs, serving as a primary advocate for small and socioeconomic small businesses. Under his leadership, the OSB improves access to federal procurement opportunities by providing critical counseling, training, and resources to the small business community. In addition to his advocacy, Andrew and his team in the Procurement Strategy & Innovation Division of OSB provide expert guidance on policies and regulations affecting small business programs and monitor the agency’s performance against key prime and subcontracting goals. Andrew began his GSA career in 2010 as a Contract Specialist with the Public Buildings Service (PBS). During his tenure with PBS, he served as a warranted Contracting Officer, Industry Engagement Lead, and AbilityOne Representative within the Office of Acquisition Management. Before re-joining GSA in 2021, Andrew served as the Associate Director of Small Business Programs at the Defense Logistics Agency (DLA) Distribution and Sr. Manager of Procurement and Capital Projects at the Milton Hershey School. He earned his MBA from Philadelphia University in 2010
James Wood, USACE. James is serving as the Deputy for Small Business Programs for the Army Corps of Engineers in Philadelphia District. He oversees the District Small Business Program and is the principal advisor to the Commander and his staff on acquisition and small business matters. James has over 10 years of Federal Contracting Experience as a Contract Specialist, Procurement Analyst and Contracting Officer. He has spent most of his civilian career at Military Sealift Command (MSC) in Norfolk, VA as a Contracting Officer. He started his federal career with the PA and then VA Army National Guard, primarily and most recently as a Finance Officer out of Defense Supply Center Richmond (DSCR). James is a graduate of University of Pittsburgh with a bachelor’s degree in business administration. He grew up a “Floridian” but enjoys living in rural Philadelphia.
Beth Ann Alboucq, MPA. Beth Alboucq serves as the Program Manager for the Southeast PA APEX Accelerator, where she supports businesses across the greater Philadelphia and Lehigh Valley regions. She possesses extensive experience in special projects management and contract analysis and previously held the position of Disaster Response Program Manager with the PA Small Business Development Centers, overseeing statewide COVID-19 recovery initiatives for small businesses. Ms. Alboucq earned her M.A. in Public Administration from Kutztown University in 2020 and holds additional degrees in Political Science and Legal Administration. Her contributions to state and local government encompass research on Pennsylvania’s CRIZ program and leadership in community-based economic development efforts. Beyond her role at APEX, Ms. Alboucq is a small business owner and a nationally certified paralegal, providing consulting services to local law firms in business formation and probate matters. Residing in northeast Pennsylvania, she also serves as Region 3 Director and Bylaws Chair for the National APEX Accelerator Alliance (NAPEX).
Christie Colaianni, NSWC. Christie currently serves as the Deputy for Small Business at the Naval Surface Warfare Center, Philadelphia Division (NSWCPD). She is the principal advisor to the Command in directing and implementing NSWCPD’s Small Business Program. Christie promotes partnerships between technical programs and small businesses in support of fulfilling mission requirements. NSWCPD’s current portfolio of Small Business awards averages $350M+ per fiscal year. With 15 years of federal contracting experience, Christie most recently served as the Contracts Manager and Contracting Officer for NSWCPD’s 2SCOG Marine Propulsion Program with an unlimited warrant. Prior to joining NSWCPD, Christie supported the Operational Rations Group within the Subsistence Directorate at the Defense Logistics Agency, Troop Support. Christie has attained her Small Business Professional Credential, DAWIA Level III Certification in Contracting, and is a member of the Defense Acquisition Corps.
Edward DeLisle, Esq., Thompson Hine LLC. Ed focuses on federal contracting, construction law, construction litigation, and small business procurement and litigation. He drafts and negotiates construction contracts, teaming agreements and joint venture agreements for subcontractors, contractors, developers and owners. In addition, he litigates, arbitrates and mediates complex construction and procurement cases in various jurisdictions and forums. Ed also provides guidance on small business procurement. He assists clients in obtaining certification as small and small disadvantaged businesses at the municipal, state and federal levels. He participates in bid protests involving Service-Disabled, Veteran-Owned, HUBZone and 8(a) set-aside contracts and assists with responding to best-value procurements at the state and federal levels.
